David O’Keefe was the first manager, and Thomas Rogan was secretary.

These smaller factories were in various location around Shellharbour, but none had refrigeration. The farmers formed a Cooperative and built the Illawarra Cooperative Central Dairy Factory at Albion Park Rail in 1899. As a result, the small factories closed.
