The three drums are the top headers/steam drums for a water tube boiler. One can see the boiler tubes at an angle, going from the top headers down to the bottom header/s (out of sight). The whole lot will eventually be bricked-in. c.1925.
Note: steam locomotives are (normally) fire-tube boilers – i.e. the fire/heat goes through the tubes. It’s the opposite in the large industrial boilers seen under construction here.
