Christopher was educated in the local schools and followed in his father's footsteps by embracing a career in farming and public affairs. He served on the Central Illawarra Council for 15 years as mayor for 11 years. He was an outstanding dairy farmer and breeder of prize winning milking shorthorn cattle (later known as the Illawarra Shorthorn).

Christopher married Annie Musgrave and they had five children; Ethel, Adeline, Charles Clinton, Lily Love and George Alexander.

Christopher James Cullen was presented with a Testimonial in his honour at Unanderra on the 25 March 1899 for his service to the community.

One of his sons, Charles Clinton Cullen was mayor of Kiama. He married Alice Puttnam daughter of Henrietta (Bush) and Edward Puttman. Alice's mother Henrietta, married Walter Bush, and built The Ocean Beach Hotel at Shellharbour Village in 1929. DonorCullen, Eileen
